I'm sure there was some reason and logic behind why the decision to make them seperate weapons entirely was made, I just don't know why that was. It's weird and kind of awkward that there are full condition marked GRA weapons added into merchant inventories, and it's inconvenient if you already find a weapon in the game and you repair it to full condition, only to have to buy a full price full condition one from a vendor for the mods. So in your case the game has a Laser Rifle and a Laser Rifle (GRA) weapon there with identical stats, but only the latter, Laser Rifle GRA accepts weapon mods, the normal Laser Rifle does not. Fallout: New Vegas didn’t have text descriptions for items, so the story had to be told through the appearance of the weapon or armor itself. But instead of changing vanilla weapons to accept mods, they duplicated each of them. Just have the mods only as DLC content, if it was introduced in a patch. Lots of weapon mods were added by the Gun Runner's Arsenal DLC. I was just wondering why they didn't simply replace the weapons that already appear in the game either with a patch, or via the DLC itself, and let those weapons you already get naturally be able to have the mods. Gun Runners' Arsenal adds a bunch of new mods for existing weapons in the game, but in order to apply them, you've got to get the GRA version, which is marked with a "(GRA)" at the end of it. I just realize I've never questioned this until now.
